The Biloxi Public School District is excited to announce plans for the construction of a new Biloxi Upper Elementary School, designed to serve up to 1,000 students and provide state-of-the-art facilities for learning, creativity, and engagement.
We are seeking your input to select the construction site for the new school.

Site #1
Construct the new school at the existing Biloxi Upper Elementary site located at 1424 Father Ryan Avenue
Site #2
Build the new school on a 38.4-acre site owned by the school district at 1598 Popp’s Ferry Road
(just west of the First Baptist Church of Biloxi)
Both sites have been carefully evaluated for their benefits and challenges, and we want to ensure the decision reflects the needs and priorities of our students, families, and community. Further Considerations...
If the Popp’s Ferry site is chosen, this would leave the Father Ryan campus available to serve as an immediate school in the event of a natural disaster or event that forces closure of another campus.
For example, if a hurricane floods Gorenflo and/or Nichols (both located in flood zones), both schools could immediately relocate to the Father Ryan campus and resume school with minimal impact or loss of instruction.
Additionally, construction at the Popp’s Ferry site leaves the Father Ryan site available to create multiple recreational opportunities for city residents through a partnership with the City of Biloxi and Harrison County Board of Supervisors. These opportunities include access to the existing football field and track as well as potential construction of a walking track, pickleball courts, tennis courts, pavilions, splash pad and more.
